Exodus from paramilitary worsens, up by 30%

Tough working conditions and career stagnation is forcing officers of paramilitary forces to quit in large numbers. In the past one year, the forces have seen an alarming increase in the number of officers resigning within 4-5 years of service. A total of 80 officers have resigned in forces such as CRPF, BSF, CISF and ITBP in 2013.

This is 30% more than the figures for 2012.

Until now, only high rate of voluntary retirement of jawans in the lower ranks had remained a concern for the forces. In that area too, however, 2013 has turned out to be one of the worst with around 8,500 jawans leaving the four forces (even as figures for SSB and Assam Rifles are not included).

What's more worrying is that many officers have run away from the middle of their training for greener pastures in the private sector or elsewhere. Only recently, 19 officers of CRPF quit even as their training for induction in the force was on. As many as 11 others resigned within five years of service. CRPF, which is the principal force fighting Naxals in the inhospitable jungles of central and east India, alone has seen 46 resignations, almost double compared to last year.

Be sensitive, J&K govt tells security forces

Toufiq Rashid.

The Jammu and Kashmir government has asked the security forces to discharge their duties "sensitively and without harassing civilians".

A circular was issued to security forces, including the state police, Army, Central Reserve Police Force (CRPF) and Border Security Force (BSF), Kashmir divisional commissioner Shailendra Kumar said on Monday. The circular was issued following reports of a woman giving birth outside a locked health centre amid severe snowfall in Kupwara on Thursday. An Army operation was underway at that time.

"All security agencies have been asked to be sensitive towards the general public while discharging their duties. They have been asked to allow sick people, pregnant women and students going for examinations to move after verifying their details," Kumar told Hindustan Times.

The circular also says that doctors and emergency staff should be allowed to reach their workplaces.

The woman's husband had alleged that he and his wife, who was in labour, were intercepted by the Army when they were on their way to a primary health centre in Kupwara during a search operation, and were not allowed to move for over an hour. When they reached the facility, they found it locked and the staff missing, forcing her to give birth in the street with the help of local women.

Later, doctors from the health centre had alleged that they had been delayed due to the cordon.

However, the army had claimed that the woman was delayed as she had been referred from one health centre to another.

"The circular has been issued after I completed my investigation. The call records of the hospital staff showed that they desperately wanted to reach the hospital. Otherwise, how is it possible that everyone from the sweeper to the senior-most doctor remain absent on the same day? It shows that they were not allowed to pass through the cordon. Due to god's kindness, mother and child are fine, else she may have developed complications and required surgery," he added.

"The security forces have been asked to follow the standard operating procedure. We are not blaming anyone, just asking that the standard operating procedure be maintained. The security forces are fulfilling their duties, and should allow the others to fulfill theirs," he said.

"How will stopping a pregnant woman help catch a militant? It was broad daylight and the woman visibly pregnant. The personnel should have been sensitive to her pain," he added.

Drunk BSF jawans tease women, beat cops, public in Bangalore

Around 41 jawans belonging to the Border Security Force (BSF), on a trip to Lalbagh on Sunday, went berserk, allegedly teasing women, girls and assaulting public, police personnel and security guards who came to their rescue. The jawans reportedly were in an inebriated condition.

Around six, including two constables, three guards and one member of the public were injured in the incident.

Police have booked two separate cases against the jawans and arrested jawan Dileep Kumar and four others. “The rest are absconding,” said DCP (South) HS Revanna. “Cases of assault on police, obstructing police duty, assault on public have been booked,” he said.

The injured are head constable Suresh, constable Anaveer, security guards Samad, Prashanth and Suresh and a member of the public Jayaram.

A case has been registered in Siddapura police station based on the complaint of security guard Samad and head constable Suresh.

The incident took place at 4.30pm when 41 jawans belonging to the Subsidiary Training Center (STC), Yelahanka, arrived at Lalbagh. The jawans, hailing from UP, Rajasthan and other states, were in Yelahanka for training and their superiors arranged a picnic for the jawans on Sunday.

They had been to ISKCON, Cubbon Park before arriving at Lalbagh in the evening. The bus belonging to the BSF (number: PB08 Z9292) entered Lalbagh without proper entry ticket through the Lalbagh East gate.

After disembarking, the jawans allegedly started teasing girls, women and some of them started plucking flowers and plants. “Few of them started brushing against teenaged girls,” police said.

When some male members of the public and women objected to this, the inebriated jawans reportedly assaulted some persons. This is when things really got out of hand.

The incident was reported to the security guards of Lalbagh, including Samad, Prashanth and Suresh, who confronted the jawans, but the jawans, using choicest of expletives, reportedly beat them black and blue.

The jawans also beat up head constable Suresh and constable Anaveer who arrived in a police patrolling vehicle Hoysala on hearing the news.

The police then asked for additional police personnel to confront the jawans. On hearing the news, the jawans panicked and fled the scene, abandoning their bus at Lalbagh.

However, police personnel managed to arrest four of the jawans, with Revanna saying there would be more arrests.
